Is this the root problem or just a symptom? What conditions need to exist for this to work? If you diagnose the wrong problem, you waste resources solving the wrong thing. 6. CONSIDER EFFECTS — ANTICIPATE THE RIPPLE What is the best, worst, and most likely outcome? What unintended effects could follow? What trend might this decision create? Strategy is not only about the immediate win. It is about seeing the second- and third-order consequences. 7. DRIVE TO ACTION — END WITH COMMITMENT What should we do? Who owns it? By when? Questions without action create discussion. Questions connected to ownership and deadlines create execution. WHY THIS MATTERS IN AFRICA The cost of poor decisions is higher when capital is scarce, infrastructure is fragile, and regulation is unpredictable.
